Ottawa police shut down another unlicensed cannabis store

Another cannabis store operating without a valid provincial licence has been shut down by the Ottawa Police Service (OPS). 

On May 14, 2025, officers from the OPS Central District Neighbourhood Resource Team (NRT), with support from East NRT, the Drug Unit, and Tactical Unit, executed a search warrant in the 400 block of Dalhousie Street in Ottawa. The warrant was obtained under Section 158 of the Provincial Offences Act and stemmed from multiple suspected violations under the Cannabis Control Act.

During the search, officers seized large quantities of cannabis and related products, Canadian currency, and items associated with drug trafficking. The premises were secured and shut down following the enforcement action.

Charges are anticipated against both the property owner and the individual operating the dispensary. The investigation remains active.

Google Maps lists two unlicensed cannabis stores in that area, an Indigenous Cannabis Culture location at 406 Dalhousie and a My Legacy Cannabis at 399 Dalhousie.

Police say the investigation began in February 2025 when the OPS Drug Unit identified several cannabis retailers across Ottawa operating without authorization under Ontario’s cannabis licensing regulations. Some of these locations, including the Dalhousie Street store, claimed to be functioning under asserted constitutional or Indigenous rights.

In March, Central NRT officers launched a targeted investigation into the Dalhousie location. A Notice of Contravention was issued to the property owner, outlining the business’s non-compliance with provincial legislation and ordering that it cease operations.

Despite this notice, the dispensary remained open. Multiple days of surveillance confirmed continued unauthorized sales, leading to the execution of the warrant earlier this week.

Other unlicensed cannabis stores have been shut down in the last few weeks, including one on Rideau Street on May 7 and one on Beechwood Avenue on April 22.
