Toronto police arrest three in connection with cannabis exports to the UK

The Toronto Police Service says they have arrested three people in connection with cannabis exports to the UK.

On Wednesday, March 5, 2025, members of the Toronto Police Drug Squad, with the assistance of the Emergency Task Force, executed a Cannabis Act search warrant in the Warden Avenue and 14th Avenue area in the city of Markham.

Police alleged that the address was being used for the processing and packaging of cannabis, some of which was seized by the RCMP Border Integrity Unit while being exported in suitcases to the United Kingdom. They say a quantity of cannabis, cannabis products, and psilocybin were seized, and one man, Che Javier Germaine, 21, of Toronto, was located inside the address and arrested.

Germaine is charged with Possession of one or more classes or more than 30g of dried Cannabis, Possession for the purpose of Distributing Cannabis, and Possession of a Schedule III Substance for the purpose of trafficking.

He is scheduled to appear in court at the Ontario Court of Justice, 10 Armoury Street, on Wednesday, April 30, 2025, at 9:00 a.m., in room 1001.

Then, on Thursday, March 6, 2025, members of the Drug Squad, with the assistance of the Emergency Task Force, executed four Cannabis Act Search Warrants in the Parklawn Road and Lakeshore Boulevard West and Highway 427 and Bloor Street West areas.

Police alleged that the addresses were identified as being associated with persons involved in the trafficking network. A quantity of drugs, drug packaging, and proceeds of crime were seized at the various addresses, and a female was found to be in possession of two loaded firearms.

Kia Walters Mclean, 23, of Toronto, was arrested and charged with:

  1. two counts of Unauthorized Possession of a Firearm
  2. two counts of Possession of a Firearm knowing possession is unauthorized
  3. two counts of Store Firearm Carelessly
  4. two counts of Possess a Loaded Regulated Firearm
  5. Possession of a Prohibited Device
  6. Possession of Proceeds of Crime Under $5000
  7. Possession of a Schedule I Substance for the purpose of trafficking
  8. Possession for the purpose of Distributing Cannabis

She was scheduled to appear at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Thursday, March 6, 2025, at 10:00 a.m., in room 402.

Stephen Samari, 35, of Toronto, was also arrested and charged with:

  1. two counts of Knowingly Distribute Illicit Cannabis
  2. two counts of Conspiracy to Commit an Indictable Offence 
  3. Possession of Proceeds of Crime Over $5000
  4. two counts of Possession of a Schedule I Substance for the purpose of trafficking 

He was scheduled to appear at the Toronto Regional Bail Centre, 2201 Finch Avenue West, on Thursday, March 6, 2025, at 10:00 a.m., in room 402.

Canada cannabis in the UK

CBSA has intercepted large amounts of cannabis in recent months en route to the UK. CBSA has seized thousands of kilograms of cannabis in the first half of 2024-2025

In January, officers with the RCMP and CBSA arrested passengers attempting to smuggle over $175,000 of cannabis to the UK.

In November 2024, two Chinese nationals in the UK were jailed for importing cannabis from Canada in a “significant criminal enterprise.”
